They are once again battling the villains of the Foot Clan and their leader, Shredder. Thanks to April O'Neil, Professor Jordan Perry, and pizza delivery boy Ken, the turtles manage to stop the spread of the mutagen and save the residents of New York from the terrifying mutants Tokka and Razor.

American viewers really liked the characters, Kevin Eastman and Peter Laird, successfully transferred to the big screen by Steve Barron, and as a result, a sequel was quickly released, with significantly more money poured into it. And the expenses did not go to waste: the film became much more dynamic, the main characters had significantly more enemies, and the animation truly came to life. In fact, director Michael Pressman, who replaced the original director Steve Barron, opted for much higher quality puppet special effects, which still look great even today.

One of the film's drawbacks, in my opinion, is its entirely positive and at times even comedic narrative, whereas the original film was quite dark and could even be unsettling at times. The second part has become completely “homey” and family-friendly. In my opinion, it would be more appropriate to give it a G rating, rather than the PG rating that was quite realistic in the first half of the 90s.

Overall, the sequel is successful, but it's just too frivolous. The final dance of the Turtles with the Foot Clan, set to music by Vanilla Ice, is further proof of this. It's worth watching, but only if you don't expect the film to be on par with the first part.
