A mysterious accident in the tunnels under the Tokyo Bay Aqua-Line highway bridge puts all of the metropolis' emergency services on high alert. The head of Japan's Ministry of Emergency Management calls everyone together to find the cause of the accident and possible solutions to the problem. In this version, the legendary monster, in addition to its main function of destroying everything and everyone, also serves as an entertaining backdrop for political satire and mockery of the narrow-mindedness, stupidity of those in power, and trademark Japanese bureaucracy. While the huge lizard destroys cities, serious people in suits agonize over which laws to apply and which papers to sign, and how to do so in a way that “nothing bad happens.” I laughed out loud at some scenes of endless emergency meetings, non-stop chatter, and certain phrases and dialogues — it looked so idiotic and yet so damn relevant. Moreover, the scenes in government offices are filmed clearly, smoothly, and with perfect symmetry, embodying the outward “order” and structured system that goes to hell at the slightest deviation from the norm.
The monster itself is made in the spirit of old Japanese films about Godzilla — it's still a person in a suit using motion capture and processed graphics. But at the same time, I can't say that it's done badly — the monster looks very impressive and entertaining, plus the transformations from a crawling eyed lizard to an upright dinosaur are done great. The scenes of destruction also look good, although, of course, some moments are already visually outdated in places, but nevertheless, what you see is pleasing to the eye.
The film itself, with its walking monster, machine-gun-speed dialogue, and flat, functional characters, seems somewhat mechanical, and I still felt that there weren't enough real, human people in the frame, but apparently that was the creators' intention. Either way, it turned out to be a solid and entertaining version, and the satirical part was a complete success.
